Organizing Page—your source for letters, cards and other information that
can assist you with organizing.
Airline employees must organize under the Railway Labor
Act (RLA). Under the RLA, a class and craft of employees (e.g., pilots, CSRs,
flight attendants, AMTs, stock clerks, etc) must be organized as a total
group system-wide, as opposed to being organized by separate locations.
The first step to starting an organizing campaign at
your workplace is to contact the
Airline Division office. One of our representatives will listen to your
job-related issues, discuss your options, explain your rights during an
organizing campaign, and help you put together an organizing committee.
Petitioning for a representation election requires a
showing that 35 percent of the eligible employees have signed cards.
However, the general policy of the Airline Division is to file for a
representation election only after receiving a 65-percent card return from
the eligible voters in a group.
Once the Division files the petition and submits the
signed cards, the National Mediation Board (NMB) will appoint a mediator and
assign a case number to the petition for election. When the NMB verifies
that the required number of cards has been submitted, it orders an election.
The election normally takes a minimum of 22 days; voting is conducted by
telephone.
In order for any union to be certified, 50 percent + 1
or more of the eligible employees must vote for some legitimate union. If
that occurs, the union with the plurality is certified as the duly elected
representative and bargaining agent.
